what the word "participate" means, so we can begin with that.
PARTICIPATE: take part in an action or endeavor.
There are two ways to participate in a Usenet newsgroup.
One is to download messages and read them, but not post a response.
This is passive participation, and no other people will have any idea
you are involved.
The second is to download messages and post a response, or post
original articles. This is active participation.
There are myriad ways one can PREVENT someone from participating on
Usenet.
(1) Drive to their house or apartment and cut the cable to their
Internet
(2) Hack their bank account and steal their money so they can't pay
their Internet Service Provider
(3) Slit the valve stems on their car so they can't drive to the
library to use their computer
(4) Break into their house and destroy their computer equipment
(5) Poison their food so they die
There are probably several other methods for preventing someone from
participating in a Usenet newsgroup. But posting to a Usenet newsgroup
is not one of them.
